What is the Counseling Compact?

The Counseling Compact is an interstate agreement that allows licensed professional counselors (LPCs) to practice across multiple member states under a single compact privilege — without obtaining a full license in each state. It's a major shift for the profession, particularly for telehealth providers and LPCs who see clients in multiple states.

As of 2026, six states are fully live and issuing compact privileges: Arizona, Georgia, Indiana, Louisiana, Minnesota, and Ohio. Over 35 additional states have enacted the Compact or have active legislation moving toward launch. No — this is one of the most important advantages of the Compact. Compact privilege holders only need to satisfy the CE requirements for their home state license. Privilege states do not stack on additional CE requirements. This means that as the Compact expands, you can practice in dozens of states without having to track separate CE obligations for each one. If your home state license lapses or is suspended, all of your compact privileges lapse immediately — in every privilege state. This is the single most critical thing to stay on top of. Your compact privilege expires on the same date as your home-state license at the time it's issued, and does not auto-update when you renew your home license later. If you apply just before a home license renewal, you'll end up paying twice: once for a short-term privilege and again after renewal. The fix: renew your home-state license first, then apply for compact privileges. For example, Ohio charges $55 per privilege — applying at the wrong time could cost you $110 instead of $55 for the same coverage period.
When you move to a new state that is a Compact member, you have a 60-day notification window to declare your new home state. During that window, your existing compact privileges remain valid. After the window, your new home state becomes your primary state and you may need to pursue License by Conversion to maintain your privileges.
